Gender Quotas, the ‘Two-Thirds Gender Rule’ and Health Leadership: The Case of Kenya

The chapter by Kui Muraya analyses the use and utility of the two-thirds rule which is applied to governance mechanisms in Kenya. This quota system is intended to support gender parity in decision-making and stipulates that ‘no more than two-thirds of the members of public elective or appointive bodies shall be of the same gender’. Using research conducted in Coastal Kenya that looked at the career trajectories and experiences of health leaders using a gender lens, she demonstrates that quotas can be a double-edged sword.
