Gender Quotas, the �Two-Thirds Gender Rule� and Health Leadership: The Case of Kenya

The chapter by Kui Muraya analyses the use and utility of the two-thirds rule which is applied to governance mechanisms in Kenya. This quota system is intended to support gender parity in decision-making and stipulates that �no more than two-thirds of the members of public elective or appointive bodies shall be of the same gender�. Using research conducted in Coastal Kenya that looked at the career trajectories and experiences of health leaders using a gender lens, she demonstrates that quotas can be a double-edged sword.
